Interpretation of Kanji

In general, the kanji is read as "star field light". The breakdown of the kanji is as follows:

"sei ya kou" = "star field light"
SEI = star
YA = field, plain
KOU = light

Information

Seiya is essentially the leader of the "Star Lights", the famous idol group introduced in the Star series. Attending Juuban High School, Seiya becomes very close to Usagi which leads to some awkwardness due to Usagi's love for her "Mamo-chan". In spite of this apparent "relationship", Seiya, is more concerned on finding Princess Kakyuu, in his role as Sailor Star Fighter.

A comment should be noted in each of the Starlight's transformations. The men do in fact transform into women; they are women as Starlights in other words.
