[OP--"Moonlight Densetsu"]
We see a close-up of the cover of some book (with a pegasus on the front), and hear Usagi talking--reading it aloud, evidently. She's crying over it, as well. She's sitting with Unazuki and the other girls around their table in the Crown Fruit Parlor. Rei makes a snide remark, and Usagi scowls at her before giving an answer that makes Rei sweatdrop.
Minako, Unazuki, Ami, Rei, and Chibi-Usa all comment in turn about something. Chibi-Usa turns to look at Mako, and is surprised to see how deeply engrossed that latter is in her copy of the Pegasus book.

Usagi and Chibi-Usa sit on a park bench with Mako, Diana, and Luna. Mako says something that surprises the other two girls; they look unbelievingly at the jacket photo of the Pegasus book's author, a girl with glasses and long, braided blue hair. Usagi begins questioning Mako; Luna jumps in, as well, and Usagi sweatdrops more than once during the ensuing conversation.
Mako talks about the author, Domoko. (I don't know if I'm spelling that right at all; I suppose it could also be Tomoko.) We see a series of scenes in flashback--Mako reading what appears to be the Pegasus book's manuscript, talking to Domoko about it, and congratulating her when the book comes out in the bookstore.
Mako talks for a few more seconds, now seeming sad about something, and then Usagi jumps up and starts speaking enthusiastically. (Judging from what happens later on, I'd say she's asking to meet Domoko, or get her autograph on the book, or something similar.) Whatever she's talking about, Chibi-Usa catches her enthusiasm, but Mako seems doubtful. Eventually, however, Mako agrees with their request.
In the Dead Moon Circus tent, Zirconia yells at the Amazon Trio about the Pegasus. The flying eyeball comes back from somewhere and settles on Zirconia's staff, developing a picture. Zirconia looks at the picture and tosses it to the Trio; this will be their next target. It's a picture of Domoko. After a bit more talk, TigersEye takes the job.
Mako and the other girls (all very nicely dressed) walk down the street toward Domoko's house. Minako says something, to which Artemis responds with one of his acid comments. Usagi proudly holds up two Pegasus books--then Rei surprises her and everyone else by holding up three. Mako points down the street (it seems they're getting close to their destination) and runs a little ahead of the others.
The girls turn a corner and, to their astonishment, they see a crowd of guys, dressed like they're about to go out on dates, around the gate of Domoko's house. TigersEye, wearing a white tuxedo and carrying flowers, approaches from down the street. He too is surprised (and angered) to see the group of men; he marches up to them and tries to shove his way through, but they shove back, and a fight quickly ensues.
Mako stops the fight by walking up and demanding to know what's going on. Apparently, she doesn't like the answer one of the young men gives her, because she angrily mutters something under her breath, turns around, and runs back down the street.
Mako (with the others following) runs to a nearby bridge and down a hill to a tree by the riverbank, where she finds a depressed Domoko. She speaks fervently--almost angrily--to the other girl, who sits next to the tree, staring at the ground. When Domoko answers, she seems to be on the verge of tears about something, and she ends her speech by getting up and running away, ignoring Mako's call to wait.
TigersEye, crouched behind some marsh reeds nearby, has heard the entire conversation.
That night, Mako sits by herself in the darkened Crown Fruit Parlor, with Usagi, Chibi-Usa, and Unazuki looking on. Mako thinks back to the time when she was attending her old school with Domoko.
(Really long) flashback: At the same spot by the river, a trio of boys are playing keep-away with Domoko's manuscript; she, wearing an a school uniform just like Mako's, runs around trying to get it back. Mako appears at the top of the hill and orders the boys to stop. Seeing her, the boys drop the book and run away.
Mako walks over to Domoko and picks up the dropped manuscript. Domoko thanks her, then says something else that seems to embarrass Mako. Mako begins reading the manuscript; Domoko tries to take it back, but Mako just turns away and keeps reading. The blue-haired girl starts to say something, but Mako cuts her off by distractedly saying "Kudasai!" ("Shut up!", or something to that effect, I believe), and Domoko shuts up.
Some time later, Mako finishes reading and smiles at Domoko--giving her a very positive reaction to the book. She tosses the manuscript back to the blue-haired girl, waves nonchalantly, and walks off, with Domoko right behind calling, "Arigato!"

Continuing Mako's flashback: At a soccer game, Domoko stares longingly at a cute soccer player. Mako walks up and hands Domoko one of the two soft drink cans she's carrying, and the girls talk for a few moments. Mako seems enthusiastic about something; toward the end of the conversation (in which the word "sempai" comes up several times, though I don't know whether it's just in the school sense or referring specifically to Mako's "sempai"), Domoko blushes and seems to agree with whatever Mako's saying. End flashback.
Mako continues to stare out the window of the Crown Fruit Parlor. Unazuki, who is still standing off to one side with Usagi, realizes that Chibi-Usa has disappeared.
Domoko sits at a desk in her room, the floor of which is littered with crumpled sheets of paper. She has her head in her hands, and is once again on the verge of tears.
Flashback: Domoko sits behind a table at a bookstore, happily signing copies of her Pegasus book for long lines of people. Suddenly, she sees the soccer player from before walk by, with a girl clinging to his arm. She freezes, an expression of shock on her face, and the pen falls from her hand.
Back in the present, Domoko hears a voice calling her from outside. It's Chibi-Usa; as soon as Domoko opens the curtains and looks out, the little girl yells something about the Pegasus and mentions dreams, then holds up her copy of the Pegasus book. She's startled when Domoko responds by drawing the curtains again. In her room, the blue-haired girl crouches down and puts her hands over her ears, trying to shut out the voice from outside.
Suddenly, Domoko hears another voice--it belongs to Mako, who has just arrived along with Usagi. Mako makes another impassioned speech to Domoko (it probably has to do with not giving up on dreams, or something like that). Mako seems relieved when Domoko turns on the light in her room, opens the curtains again, and smiles down at them.
A figure appears in the room behind Domoko, and she turns to see TigersEye in a blue suit. Their conversation seems fairly polite--he even gives her a business card--until TigersEye changes into his Amazon outfit. Domoko screams, and Mako, Usagi, and Chibi-Usa immediately transform.
Domoko runs outside, onto a balcony, and TigersEye follows, laughing. He counts to three; a board appears (smashing right through the wooden railing around the balcony) and straps itself to Domoko, and her Dream Mirror is extracted.
As TigersEye walks over to look into the Mirror, Sailor Jupiter's Sparkling Wide Pressure attack comes at him, and he barely manages to dodge it. Jupiter stands atop on of the stone pillars flanking the house's front gate. She gives TigersEye and angry speech, which is immediately followed by the standard intro. from Sailors Moon and Chibi-Moon, both of whom are standing on the roof of the house.
TigersEye calls up a lemure with a time bomb on the top of its head. The lemure rises into the air above the house, and tendrils of its hair fly toward Jupiter and the two Moons, turning into long chains as they go and wrapping around the Senshi.
The lemure yanks the three Senshi back to back, then wraps more chains around them, binding them together and effectively putting them out of the fight. Jupiter still has her arms free enough to try her Supreme Thunder attack, but, as she charges up for it, the chains conduct the resulting electricity, frying all three Senshi.
TigersEye resumes looking into Domoko's Mirror, ignoring Jupiter's cries to stop. When he fails to find the Pegasus, he gives the lemure a new order. The lemure tosses the bomb on its head down to float next to the three Senshi, after setting it to explode in one minute. Realizing their danger, the Senshi struggle in vain to get free; the lemure smiles evilly.
Suddenly, a rose flies by, and the chains holding the Senshi shatter. Tuxedo Kamen, standing on a nearby telephone pole, gives his speech. Sailor Jupiter, grinning, picks up the bomb and hurls it back at the lemure. When the bomb explodes a second later, the lemure is blasted into a lemure-shaped hole in the ground.
Chibi-Moon does her Twinkle Yell. As the Pegasus appears, the semi-conscious Domoko looks up and stares wonderingly at him. A few moments later, Sailor Moon destroys the lemure with Moon Gorgeous Meditation. TigersEye escapes by somersaulting into his portal.
Later, as the four girls stand in front of Domoko's house, Domoko mentions the Pegasus (I think she's telling them how she saw him during the fight). The others are a bit shocked at first, but she's so happy that they start to smile, as well.
Mako, Chibi-Usa, and Usagi start to walk off, but Domoko calls Mako back and tells her something else. (I'm not quite how to interpret Mako's reaction to what she says...enthusiasm, perhaps?)
After the others leave, we see the last couple pages of Domoko's new manuscript, and hear her apparently reading them aloud. The book evidently has a happy ending; I'm pretty sure I heard Makoto's name mentioned in the last few lines.
