Diana and Luna watch the TV news. There's a story about some foreign princess with blond hair (which has a rather odd style) coming to visit Japan. Diana makes some comment about this that causes Luna to sweatdrop.
Elsewhere, Usagi and Chibi-Usa walk down the street; Usagi is carrying a stack of heavy-looking bags and packages, and whining all the way. Chibi-Usa makes some snide comment that sends Usagi into a rage, and the two are soon in a full-scale fight.
A blond woman--the foreign Princess from the news, but now wearing a normal-looking blue skirt and white blouse instead of her royal attire--walks up to the two and ends their fight by placing a hand on each of their faces and literally shoving them apart. She says something to them as they stare at her in shock. She then proceeds to stop two other passerbys in the same manner--with a hand on the face--one after the other. Needless to say, the two girls find this a little strange, and make a hasty departure.
A little later, the Princess walks by a street festival in Juuban, and eagerly begins looking around.
In the Amazon Trio's bar HawksEye and FishEye look with interest at a picture of the same Princess (in her royal clothes), while TigersEye ignores both of them. FishEye says something that seems to infuriate HawksEye, who leaps to his feet, holds up the picture, and begins to shout angrily. A moment later, however, both of them are sitting down again, smiling at TigersEye, who seems continues to ignore them.
We see a shot of the outside of the Tsukino residence (and hear Chibi-Usa, who is inside, yelling at Usagi to hurry). The door opens to reveal both girls in kimonos. They are startled to see the foreign Princess standing outside, as though waiting for them, and they hurriedly bow and introduce themselves.
The Princess gestures to one side, as though introducing someone standing next to her--except that there's no one there. The two girls scratch their heads and consult quietly, as though trying to decide how to react to this. Diana watches the scene from an upper-story window.
Usagi and Chibi-Usa accompany the Princess to the Juuban street festival, eyeing her a bit incredulously as she watches the various games and booths in fascination. At one point, she sees a couple of uniformed policemen walk by and hurriedly ducks behind a cotton candy booth. The Usagi and Chibi-Usa aren't sure what to make of this (although Usagi is apparently too busy playing a game to worry much about it). Suddenly the two look up from the game, realizing that the princess has disappeared.
The Princess, meanwhile, is walking by a balloon vendor's booth when she sees a little boy throwing a temper tantrum because his mother won't buy him a balloon. Flashback to a conversation (in what appears to be a palace) between the Princess (in her royal clothes) and a man and woman in uniform. The three appear to be having some sort of disagreement. (Judging from present circumstances, I'm guessing it has something to do with her wanting to do something--go out, perhaps?--and them not wanting her to.)
Back in the present, the Princess gives the boy a balloon, and he happily runs off (followed by his not-so-happy mother). She sees a little girl nearby and gives her a balloon, as well, then begins handing them out to a whole crowd of kids. One balloon slips out of her grasp and floats away, and she watches it dreamily until it disappears.
The balloon vendor brings her back down to earth with a tap on the shoulder--apparently, he wants to know whether she intends to _pay_ for all those balloons. She stares at him for a second without really seeing him, then hands him a balloon. Contrary to her expectations, this does not satisfy him, and he begins yelling at her, much to her dismay.
Usagi and Chibi-Usa have seen what's happening and are trying to reach the Princess, but they can't get through the crowd that has gathered. The balloon vendor gets ready to strike the Princess, but is stopped by HawksEye--who then tosses the man to one side and approaches the Princess.
HawksEye exchanges a few words with the Princess; whatever he says makes her angry enough to throw what's left of the balloon display at him, knocking him over and allowing the rest of the balloons to float away. The Princess makes a dramatic-sounding speech to the crowd, earning their applause, then walks away in a dignified manner (with Usagi and Chibi-Usa yelling after her and struggling to catch up).
HawksEye gets up, and is immediately bashed from behind by the balloon vendor (who, when HawksEye offers him a thousand yen note, responds by hitting him again).

Usagi and Chibi-Usa run through a nearby park, yelling for the Princess. Meanwhile, Mamoru and the three cats have found her. She reacts warily as Mamoru approaches to speak to her, but soon relaxes. They converse for a few moments, and the conversation is soon joined by Chibi-Usa and Usagi. After a while, Mamoru leaves (as he does so, the two Usagis are in the midst of yet another fight).
When he's safely out of sight around a corner, Mamoru talks with the three cats. Artemis and Luna mention Usagi.
That night, Usagi, Chibi-Usa, and the Princess watch a fireworks display in the park. The Princess is in a somber mood, and talks to Usagi for a minute. Finally, the two younger girls get up to leave; the Princess starts to follow, but stops apprehensively when she hears HawksEye's voice behind her.
Usagi and Chibi-Usa realize that the Princess is not with them after a moment, and start to look around for her. HawksEye and the Princess, meanwhile, are talking in another part of the park. HawksEye changes into his Amazon outfit, calls up his magic board (which straps itself to the princess), and extracts her Dream Mirror. While he looks into it, Usagi and Chibi-Usa arrive and transform.
After the usual Senshi intro. speech, HawksEye calls up a lemure--a striped ball with a human face--and (for no reason that I can see) an elephant. The lemure, perched on the elephant's back, launches into a speech so lengthy that HawksEye finally has to poke it with a pole and order it to attack.
The elephant balances on the ball-lemure (earning a cry of "Sugoi!" from the two Senshi), but the lemure can't support the weight for long and--after sustaining a nasty-looking crack--throws off the elephant and charges the Senshi. Sailors Moon and Chibi-Moon leap straight up in the air to avoid the lemure, but wind up landing on top of it. It rolls around the park with the two of them trying desperately not to fall off. HawksEye and the elephant vanish through a portal.
The Senshi panic as they realize that they're rolling straight toward the Princess (who is now lying on the ground, unconscious). Suddenly, a rose sticks in the ground, blocking the lemure's path--but the lemure rolls over it (with an audible "splat") before Tuxedo Kamen is more than a few words into his speech. [Another moment of classic comedy from SMSS ^_^.]
Tuxedo Kamen stares in shock for a second, then (apparently deciding to go with "Plan B") leaps down to the ground a little off to the side of the lemure's path. When the lemure comes even with his position, he uses his extendible cane to knock it out from under the Senshi and send it crashing into a nearby chain-link fence.
Tuxedo Kamen cues the two Moons to do their attack ("Hai," they say, picking themselves up off the ground and scowling at him for the rough landing :)). As Chibi-Moon finishes the Twinkle Yell, the lemure suddenly acquires a human body (again, for no apparent reason, since it's just about to get blasted). Moments later, Sailor Moon destroys the lemure with Moon Gorgeous Meditation.
Later, outside a building with rows of various counties' flags in front of it (an embassy, I suppose), Mamoru's car pulls up and the Princess gets out. She talks to the three of them for minute, and finishes by thanking them. The car pulls away, and the girls call out their good-byes as the princess walks off.
