At the Tsukino residence, Usagi is restlessly sitting on a couch. Chibi-Usa is drawing a cute, uncolored picture of Usagi as part of a homework assignment. Usagi gets up and looks at the picture, and says the portrait is very ugly (though it's really not that bad).
Chibi-Usa: I guess you've never seen a mirror!

Usagi and Chibi-Usa are walking through the park. Chibi-Usa bought Usagi some meat dumplings, her bribe to make Usagi model for Chibi-Usa's drawing. Usagi and Chibi-Usa are arguing over Usagi's portrait, when they see a man sitting on a bench, painting a portrait of a woman sitting in front of him (the woman has two friends standing behind her). The painter, Kamoi-san, wears a gray suit with a matching beret. Usagi and Chibi-Usa walk up, noticing that the portrait is very good; the picture looks exactly like the woman. However, when the woman sees it, she snobbily remarks that the picture is incredibly ugly and nothing like herself, and refuses to pay for it. She and her two friends argue with Usagi, who defends Kamoi's skill. The three women leave.
Kamoi offers to draw a portrait of Usagi and Chibi-Usa free of charge, his thanks for praising his work.
At the Dead Moon Circus, the Amazoness Quartet are, yet again, harassing Zircon. Zirconia appears and yells at them, then gives them the picture of the next target. It is Kamoi-san. CereCere wants a beautiful portrait done of herself, so she volunteers to get the target.

Usagi is happily eating a meat dumpling as Kamoi draws her. Kamoi gets very hungry as he watches her eat; his stomach growls loudly, and he suddenly falls over.
There are no more meat dumplings left, so Usagi and Chibi-Usa invite Kamoi to their house. In the Tsukino kitchen, Usagi and Chibi-Usa are struggling to cook (the pan's on fire! ^_-). Finally, they offer Kamoi a great plate of strange-looking rice. Kamoi gobbles it down quickly. Chibi-Usa asks why Kamoi hasn't eaten anything for so long. Kamoi confesses that he doesn't have any money.
Kamoi: I often quarrel with my customers. In the end, I get paid
for less than half of my work.
Chibi-Usa: Why don't you draw the portraits a little better
than the real person?
Kamoi: I think I'd be embarrassed to live such a life. If I
draw a false portrait to make some money, it makes me feel
empty.
Kamoi: I have a dream. I want to make many works instead of making
my name famous.
Chibi-Usa then shows Kamoi her drawing of Usagi. Kamoi says that it still needs work, but that it was drawn with a lot of affection. Usagi and Chibi-Usa are happy.
In Chibi-Usa's room, Chibi-Usa is staring at a mirror. Pegasus appears, and they talk about how many people can't see their true forms.
Pegasus: A mirror always reflects the truth. But one's mind, when looking at it, twists the reflection...
At the Hikawa Shrine, the girls are admiring Usagi's portrait. They decide to go to the park and have everyone get a portrait.
At the park, a limousine pulls up in front of Kamoi. CereCere steps out in rich woman's clothes. After some teary acting, she convinces Kamoi to go to her mansion (which is next to the park) and draw whatever he wants to draw.
The girls walk up to the bench where Kamoi is usually stationed. The bench is empty. Rei gets very upset that she can't have her portrait done. The exasperated girls agree to split up and look for Kamoi.
Usagi and Chibi-Usa wander through the park, looking for Kamoi. Usagi holds the portrait that Kamoi made of her. Chibi-Usa notices that there is writing on the back of the portrait. It's a note to Usagi, thanking her for inviting him into her house and feeding him. Usagi and Chibi-Usa are more determined to find Kamoi. They spot Luna walking on the wall separating the park from CereCere's mansion. Usagi and Chibi-Usa run up to Luna. Luna says she senses something evil in the mansion.
Within the mansion, Kamoi is drawing a good portrait of CereCere. CereCere sees the drawing and says it looks nothing like her. Kamoi refuses to make the portrait prettier.
CereCere: I don't care at all. Whether you get your dream or
not, depends on you!
Kamoi: My dream?
CereCere: Do you think that art can grow in poor conditions, like
without sufficient food?
Kamoi: Okay, I'll do as you like.
CereCere is happy with Kamoi's new drawing, which is larger and looks much grander. She changes to Amazoness garb and pulls out her pool stick and Amazon Ball. Sailor Moon and Sailor Chibi-Moon arrive and say their speech. CereCere, unimpressed, shoots her Amazon Ball and punches out Kamoi's Dream Mirror. It's not the Golden Mirror. CereCere produces a Lemure, TogeToge-chan, that looks like a combination of flowers and leaves (with a thorny vine for a waist). TogeToge refuses to eat Kamoi's Dream Mirror, because she says it is dirty. An angry CereCere tries to stuff the Dream Mirror into TogeToge's mouth. Chibi-Moon uses the distraction to call Pegasus. Moon destroys the Lemure, CereCere leaves.
Kamoi, his Dream Mirror returned to him, wakes up and sees Sailor Moon and Chibi-Moon. He thanks them for saving him.
In the park, Kamoi-san is making a portrait of Rei. Rei complains that her portrait looks nothing like her. Usagi suggests that Rei look at a mirror, then she and Rei start fighting. Chibi-Usa shows Kamoi the picture she drew of Usagi; this time, it is colored. Kamoi says it's very good. Chibi-Usa gives the picture to him, and tells him the title of it is: "The Person I Long For."
